Britain and France to Deploy Forces to Ukraine should a Peace Agreement is Finalized

The UK and France have inked a statement of purpose concerning the stationing of military forces in the nation if a peace deal be made with Moscow, the British leader, Starmer, has announced.

Following talks with Ukraine's allies in Paris, he said that the UK and France would "set up military hubs across Ukraine and construct secure structures for weapons and military equipment" to discourage any potential incursion.

The allied nations also suggested that the United States would take the lead in verifying a halt in hostilities.

Russia has consistently stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this new development.

Background and Continuing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Moscow currently holds approximately 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to stand with Ukraine for the long-term," remarked Starmer.

Top officials and senior officials from the "Coalition of the Willing" participated in the Paris negotiations.

He stated at a combined announcement, he further said: "It creates the pathway for the operational parameters under which allied and coalition forces could operate on the ground in Ukraine, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The UK prime minister added that London would be involved in any US-led verification of a potential ceasefire.

Security Guarantees and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "long-term defense assurances and substantial economic promises are critical to a permanent resolution" in Ukraine – mentioning a key condition made by the Ukrainian government.

The negotiator indicated the allies had "substantially agreed on" their work on establishing such assurances "to ensure the people of Ukraine know that when this hostilities ends, it ends forever."

Donald Trump's son-in-law, ex-President Donald Trump's special envoy, also took part in the talks.

Meanwhile, France's leader Emmanuel Macron said that Ukraine's supporters had made "considerable advances" at the negotiations.

He said that "comprehensive" security guarantees for Ukraine had been agreed in the instance of a potential truce.

Ukraine's leader Volodymyr Zelensky said that a "major step forward" had been made in the negotiations, but added that he would only consider efforts to be "enough" if they culminated in the end of the fighting.

Earlier, the Ukrainian leader suggested a peace agreement was "90% ready". Agreeing on the last 10% would "decide the outcome of peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the center of ongoing disputes for diplomats.
  • The Russian President has often said that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, dismissing any compromise over how to finish the war.
  • Kyiv has so far excluded giving up any territory, but has floated the idea that Ukraine could pull back its troops to an agreed point – but only if Russia reciprocates.

Russian forces currently holds approximately 75% of the Donetsk region and some 99% of the adjacent Luhansk region. The two regions form the industrial region of the Donbas.

The original US-led comprehensive framework that was circulated to the media last year was viewed by Ukraine and its partners in Europe as being heavily skewed in Moscow's direction.

This triggered a period of focused discussions – with all sides trying to revise the document.

Recently, Ukraine submitted the US an revised framework – as well as separate documents outlining potential defense assurances and arrangements for Ukraine's recovery, the President said.
